Wendell Greer was a fake identity used by Luther Sloan. Under this guise he posed as an assistant director to the Department of Cartography.
Later that year, he used the identity to infiltrate a Federation delegation to Romulus. (DS9: "Inter Arma Enim Silent Leges")
