William Henry James Raymer was a male Starfleet officer who served in the late 24th century. He is the younger brother of Johanna Raymer, commander of the Intrepid-class USS Destiny.

Captain Raymer was assigned to command the USS Jacqueline Dorsey in 2379. In 2381, the Jacqueline Dorsey was assigned, along with the USS Miyazaki, to investigate a spatial anomaly nicknamed the "Fountain of Possibilities."
During this investigation, the ship received an unexpected visitor in the person of a Klingon claiming to be Commander Kruge, who allegedly perished during the Genesis Incident of 2285. (HPFOP: "Investigation")
