Rear Admiral William "Willy" Hoyt was a Starfleet officer who served during the 24th century. Sometime prior to 2370, Hoyt was made a deputy assistant director of Starfleet Intelligence. This innocuous sounding assignment was a cover for his real job. During that time, Hoyt was a responsible for Starfleet's shadowy Black Ops division. (Star Trek: The Nomad Frontier)
Early Life[]
Due to the nature of his job, Hoyt is very secretive. As a result, not much of his life is known.
Early Career[]
Hoyt served on the Cardassian Front at some point in his career. Afterwards, he would retain immense animosity towards them, believing that with the exception of the Borg, they were the greatest threat to the Federation.
Enoria[]
In 2361, Hoyt led the mission to a planet called Enoria. Among those included in the mission was a young James Farrell. What happened there is not exactly known, but Farrell believes that Hoyt was responsible for the deaths of a great number of innocent civilians. This event soured their previously amicable relationship. (ST: TNF "Baptism of Fire", et al.)
Starfleet Intelligence[]
Hoyt labored in the shadows of Starfleet Intelligence. As a result, he was not well known except within the innermost circles of power at Starfleet Command. Among that powerful cabal, Hoyt was seen as a man who could get the dirty work done quickly and quietly. Hoyt preferred things this way, believing that in order for the Federation to be secure, it must be able to retain "plausible deniability" of his actions.
Eden Prime[]
In 2370, Hoyt was the man responsible for the security of an Iconian memory crystal that had been stored at a secret research laboratory on Eden Prime. When the crystal was stolen, Hoyt led the mission to recover it. (ST: TNF "Baptism of Fire")
Operation Archangel[]
In 2371 Hoyt, disgusted at what he called a "betrayal" of Federation colonists in the DMZ by the Federation, independently planned and initiated Operation Archangel. Using his influence, Hoyt sent several special operations teams (primarily Marine Force Recon and Starfleet SEALs) into the DMZ to aid and train the Maquis. When his ploy was discovered by Captain James Farrell, Hoyt was arrested.
Court Martial[]
In a secret tribunal, Hoyt was tried and convicted of high treason. Unrepentant, Hoyt took the opportunity to once again criticize the Federation for ignoring the threat posed by the Cardassian Union. After the trial, he was stripped of his rank and sentenced to life in prison without the possibility of parole. (ST: TNF "Archangel")
