Withrow

Admiral Withrow was a Federation Starfleet flag officer on duty in the 23rd century .

Withrow was one of the senior Starfleet officers present when Cadet James T. Kirk took the Kobayashi Maru scenario at Starfleet Academy. (Star Trek: New Voyages: "Origins: The Protracted Man")

Withrow's rank was unrevealed.

In the late 2260s, Withrow put Spock in command of the USS Enterprise, following Captain Kirk's disappearance. (Star Trek: New Voyages: "Mind-Sifter")

Withrow was based at Starbase 7. He tasked Captain Clinton Dodge with ascertaining who was stealing Federation transporter technology, and for what purpose. (The Federation Files: "Doppelganger")
